Kurama Rural Municipality, in accordance with the Law of the Kyrgyz Republic on Public-Private Partnership and the Rules for Conducting PPP Competitions approved by Resolution No. 329 of the Cabinet of Ministers of the Kyrgyz Republic dated May 11, 2026, announces a one-stage competition for the selection of a private partner to implement the following PPP project.

Project Title

“Creation and Operation of a Multifunctional Cultural and Community Complex in Orto-Aryk Village, Panfilov District, Chuy Region”

Key Project Parameters

Project Objective:
To establish a modern multifunctional cultural and community complex for cultural, educational, youth, social, and public events, improving the quality of public services and community infrastructure in rural areas.

Location:
Orto-Aryk Village, Panfilov District, Chuy Region, Kyrgyz Republic.

Public Partner:
Kurama Rural Municipality.

Investment Amount:
According to the financial proposal submitted by the participant, but not exceeding KGS 100,000,000 (one hundred million soms).

Form of Government Support:
Provision of the facility and land plot required for project implementation, as well as other support measures provided by the legislation of the Kyrgyz Republic.

Agreement Term:
To be determined according to the PPP Agreement and the winning bidder’s proposal.

Main Project Activities

• Renovation and restoration works;
• Modernization and commissioning of the facility;
• Furnishing and equipping the facility with necessary systems and equipment;
• Landscaping and development of surrounding recreational areas;
• Installation of lighting and safety systems;
• Creation of conditions for cultural and public events.

Participation Procedure

Competition Method:
One-stage competition.

Participants shall submit qualification documents, technical proposals, and financial proposals simultaneously as part of a single competition proposal.

Submission Deadline:
30 calendar days from the date of publication of this announcement.
